I agree with u that some PvE is lacking. However this was never intended to be a balanced orderly universe. It was always intended as a chaotic dystopia like; mad max, a clock work orange, book of eli, robo cop, total recall, the running man, judge dredd, the fallout series etc etc. The predator/victim survival of the fittest engagement that is so prevalent in EVE is prevalent in all such settings. Crime is rife, governments are corrupt, the innocent are preyed upon.
Putting that to one side, the real reason so many PvE players are such victims is because they never prepare for PvP. CCP make it quite clear that PvP is not optional in this game. If another player wants to PvP ur ship, they can and will. If u dnt prepare for that, then whos fault is it really? U dont have to be a bad guy, but u should learn to defend urself or at least mitigate ur losses. PvE is very disconnected from PvP, definitely.
How is there not a 'win'? if u complete the site or mission u get paid. thats a win and u get paid whether PvP happens or not.
Get past the thinking that ur entitled to run PvE unmolested and the idea that u should be paid more because u defended urself from another player. The rewards u get from a site already factor the risk of interference from other players.
Thats exactly why hi-sec pays less than low sec, Null and WH's. cant see the forest for the trees, or rather ur looking for a forest that isnt even there. Its not a lack of transparency, its a lack of hand holding. Players come here and expect to be told what to do and where to go by NPC's. These players have missed the point completely. Ur supposed to make ur own destiny, not follow a path. There is no, 'this is what u should do next' there is only, 'what do u want to do next?'
New players have everything to make of this game.

A sandbox doesnt mean 'u have the right to do what u want'.
it means 'u can try to do what u want, but so can everyone else. Including trying to stop u from doing what u want'. the reason u feel poor is because other players are willing to shoot red boxes for longer and for more days a week than u.
attack their game, attack their income and plexes become cheaper.
afk cloak the **** out of null sec, plexes become cheaper. suicide gank mission and incursion bears, plexes become cheaper. see someone with commodities in their hold? gank them, plexes become cheaper.

it may not be the value u put on YOUR time, but for some ppl their time is worth less and they will happily grind all day everyday for a months subscription.
do u know the price of a PLEX on the chinese server is 3.6bil? because they are willing to grind that much for a subscription fee.
why would eve die when this is what the games about, and u can still pay for a subscription without PLEX?
If all those mission and indy bears leave because of ganks, then i'd do it myself and have a monopoly.

Fix these and you can actually retain a large player base that enjoys PvE, and doesn't need to get an emotional high by blowing up other people.
So the only reason people quit is because they are hapless victims and shouldnt be anywhere near this game anyways?

been in charge of that even before you were in charge of deciding what is 'broken' and needs 'fixing'.
no reason why concord should crack down on scammers and AWOXing etc.
its nice if the game grows, but this is not a game that caters to players like this. It never has been.
Wanting to watch the world burn is just fine in new eden.

You suggest a ganker that bags a billion in loot should have a risk or punishment to reflect that reward. Should a ganker who then ganks an empty freighter suffer no penalty at all because he is not rewarded with anything?
The rewards and difficulty are entirely dependent on the victims stupidity (and a loot fairy dice roll). The gankers lose 100% of their stuff with 100% certainty. There is no way to mechanically alter rewards to match ganking or scamming risk and no way to add or deduct risk when rewards are set by other players.
